Executive Director
An original part of the GIFS team, Matthew retired as the Executive Director of the Coalition Against Insurance Fraud at the end of 2023. He previously served as the Coalition’s Director of Government Relations and General Counsel. He has played a major role in helping to create and reform insurance laws and regulations by working with both legislative and regulatory leaders across the U.S. For nearly 40 years, Matthew represented insurance carriers in litigation matters involving insurance fraud, coverage and bad faith handling matters from Alaska to Puerto Rico. The law firm he founded in 1989 grew to a national practice with offices across the U.S. His practice led to pioneering court decisions allowing for admission of cellular and data analytics into evidence to fight insurance fraud. He is also a noted presenter, author and educator on insurance law matters both in the U.S. and globally.
